Reflections during Black History Month: Welfare Policy and Marriage

February is Black History Month, so the NCPA has compiled a new report detailing the many government policies that are actually hurting black Americans. For example, marriage and stable families are key to keeping people out of poverty, yet government welfare policies lack incentives to encourage two-parent families. Consider:

Out-of-wedlock births are the second key cause of poverty (next to lack of employment), but the structure of welfare benefits encourages single parenthood and family breakups.
The poverty rate for female-headed households with children is 44.5 percent, compared to 7.8 percent for married couples with children.
The poverty rate for married black Americans is only 11.4 percent, while the rate for black female-headed households is 53.9 percent.
African-American children comprise about 25 percent of children who end up in foster care.
As the report notes, most welfare benefits are restricted to families with children — thus, having a baby offers a gateway to a generous package of government benefits. On the other hand, if that mother marries a man who earns a significant income, those benefits are lost. Indeed, if the mother marries a man who is not working, but the government requires him to take available work before benefits are paid, then the benefits will be lost in any event, whether he refuses to work, or if he works and earns an income that eliminates them. In short, government is effectively paying women to have children out of wedlock.

NCPA Senior Fellow Devon Herrick recently published a report on the many negative impacts of the “War on Poverty” which, Herrick explains, has actually been a war on marriage due to federal policies that penalize marriage and encourage cohabitation.

It’s nearly two decades ago now since I watched the following president Bill Clinton’s most famous speech of his presidency on television:

“I want you to listen to me! I’m going to say this again!. I never had sexual relations with that woman, Miss Lewinsky! I NEVER TOLD ANYBODY TO LIE. THESE ALLEGATIONS ARE FALSE STATEMENTS….. AND I NEED TO GO BACK TO WORK FOR THE AMERICAN PEOPLE!”

Are today’s Democrats born to lie and practice deception by habit? Is it in their DNA or what they eat and drink? Our Islamist president, Barack Hussein Obama lies or otherwise deceives within nearly every topic he speaks….and he exercises words without end! What do they mean when most are lies?

LBJ had fun exaggerating truths.

But then there was John F. Kennedy who always seemed noble and forthright ….always spoke well, knowledgably to his fellow Americans. He was well educated and was respectful of the American public. Mr. Kennedy spoke well of the human condition in its battles to survive in a dangerous hostile world. He spoke nobly of mankind’s duties to country and GOD. He knew the value of learning.

“The goal of education is the advancement of knowledge and the dissemination of Truth.”

Yet, his brother, the criminal, the coward, the drunk, Ted. was persuaded by other values….. Democrats since have come to raid the American treasure, corrupt the nation’s history, silence JudeoChristian teachings and values, tenets which founded our United States of America and replacing free speech and expression with whatever propaganda most benefits its new ruling class a collection of racist, feminist, Marxist, Islamic and Crony Capitalist and journalist thugs and the president they have managed to enthrone, the CHAMPION DECEIVER IN AMERICAN HISTORY, BARACK HUSSEIN OBAMA OF COLUMBIA AND HARVARD UNIVERSITIES.

Bill Clinton was the arriving sex possessed American of his day. Despite his certain proclivities confronting the House of Hillary, he was a good soul and honorable. In 2004 the full blooded creep of an American, John F. Kerry, the fraud from Vietnam days and the new wave of faux Americans inhaling rather than learning, blabbing, buying votes rather than respecting, informing the electorate arrived to become president, working with fellow Americans in Congress. He pretended to like hunting….Fortunately, he was kept in pasture.

Billie had another moment entertaining his lie before the nation….when he again lied, this time under oath…..a felony. Like so many leftists of our day, Mr. Clinton and his Hillary are very glib people….the former president so glib, he confronted the country regarding what the meaning of “is” is.

Be sure to read below, Mr. Clinton’s explanation to circumvent his lie:

“It depends on what the meaning of the word ‘is’ is. If the–if he–if ‘is’ means is and never has been, that is not–that is one thing. If it means there is none, that was a completely true statement….Now, if someone had asked me on that day, are you having any kind of sexual relations with Ms. Lewinsky, that is, asked me a question in the present tense, I would have said no. And it would have been completely true.”
